It has been covered in these columns earlier that Canadian Prime Minister Justin Trudeau accused India for the killing of Khalistan Tiger Force (KTF) self-appointed chief Hardeep Singh without any “credible “evidence and without any of the killers arrested, and apparently it is a western conspiracy in retribution for not condemning Russia for the war in Ukraine in the Delhi Declaration at the G20 Summit under India’s presidency.

Canada hosts a multitude of global terrorists including nine separatist organizations targeting India, including the World Sikh Organization, Khalistan Tiger Force (KTF), Sikhs For Justice (SFJ) and Babbar Khalsa. In fact, Canada could well be renamed ‘TOC’ – Terrorists Occupied Canada.
It is a known fact that the Khalistan movement has transformed more into ammasing wealth by capturing power, controlling the narcotics trade, indulging in terrorism and taking control of the Gurdwaras; and that internecine gang wars is behind the killings including that of Nijjar. This has now been reinforced by the media reports with the significant disclosure of the involvement of Pakistan’s ISI in the drug trade and the killing of Nijjar.
Sources have revealed that the criminals Rahat Rao and Tariq Kiyani are two operatives planted by the Pak ISI in Canada. The trio of Rao, Kiyani, and Gurcharan Pannun were most likely involved in the killing of Nijjar in order to control the drug and immigration business in Canada. With the help of Gurcharan Pannun, ISI wanted to take over the drug business of Nijjar. Also, Nijjar’s proximity and ties with Pakistan-based group leaders like Wadhwa Singh and Ranjeet Singh Neeta were not liked by the ISI, who decided to eliminate him.
The western conspiracy accusing India, quoting ‘Five Eyes’ inputs, was more than evident with Pakistan the only country supporting Trudeau’s allegations in accusing India for Nijjar’s killing. It is no secret that the US, the UK and Canada maintain close ties with Pakistan, reinforced further with Pakistan supplying ammunition to Ukraine and Canada having inked a deal with Pakistan to mine gold and copper in Balochistan. Moreover, the CIA, MI6 and the ISI have been bedfellows over the past several decades.
Concurrently, a number of killings inside Pakistan, as under, are being described in our media as having “spooked” and “baffled” the Pakistan Army and the ISI:
On February 20, 2023, Bashir Ahmed Peer of Hizbul Mujahideen (HM), one of India’s most wanted terrorists, was killed in Rawalpindi by unidentified gunmen in front of a shop. Hailing from Kupwara District, he had been living in Pakistan for the last 15 years under the alias of Imtiyaz Alam.
The Pakistan Army and ISI are reportedly sending their “assets” to safe houses.
On February 26, 2023, unidentified gunmen killed Syed Khalid Raza, a former commander of the Pakistan-based terrorist outfit Al Badr. He was shot outside his residence in Gulistan-e-Johar in Block-7 area of Karachi, Pakistan. For almost eight years in the 1990s, Syed Khalid Raza was the commander of the Al-Badr terror group in Jammu and Kashmir (J&K).
On May 6, 2023, Paramjit Singh Panjwar, chief of Khalistan Commando Force (KCF), wanted by India for terrorism, was killed by unidentified gunmen when he was out for a morning walk near his residence in Lahore. Born in Taran Taran, Panjwar joined the KCF in 1986 and escaped to Pakistan in 1990. He was responsible for various terrorist acts in India including the killing of former Army Chief General Arun Vaidya.
On September 6, 2023, Maulana Qari Khurram Shahzad of Darul Aloom Islamia Khahrad was shot by unidentified gunmen in N-Block of North Nazimabad near a marriage hall. The assailants pumped four bullets in his chest and head. He succumbed to injuries later. Qari Altaf and Qari Madni of Darul Aloom Islamia Khahrad were also injured in the attack.
On September 8, 2023, Riyaz Ahmad alias Abu Qasim, a top Lashkar-e-Taiba (LeT) commander and the key figure behind the Dhangri terror attack in J&K on January 1, 2023, was shot dead by unidentified gunmen inside the Al-Qudus mosque of Rawalkot in Pakistan-Occupied Kashmir (POK).
The actual killers could be regulars or from rival terrorist organizations; internecine rivalry. Apparently, the ISI has decided to reduce its liabilities one by one.
On September 11, 2023, Mistry Zahoor Ibrahim, a Hizbul Mujahideen (HM) terrorist, was one of the five hijackers of Indian Airlines Flight IC-814 on December 24, 1999, was shot dead twice in the head by unidentified gunmen from point blank range inside a furniture store in Karachi’s Akbar Colony. He was living under the alias of Zahid Akhund and was the owner of Crescent Furniture. He had switched from HM to Jaish-e-Mohammed (JeM) few years back.
On September 29, 2023, news emerged that Kamaluddin Saeed, son of most wanted terrorist and mastermind of the 26/11 Mumbai terrorist attacks Hafiz Saeed was kidnapped by unknown individuals the previous night and killed.
On October 1, 2023, Mufti Qaisar Farakh, co-founder of LeT and close associate of Hafiz Saeed was shot dead by unknown persons when he was walking on the road in broad daylight.
There are striking similarities in the above killings. The Pakistan Army and ISI are reportedly sending their “assets” to safe houses. There is nothing new about the use of safe houses. In fact, prisons are also safe houses for terrorist leaders in Pakistan, where they are given red carpet treatment and full freedom to meet officials, their handlers in ISI and anyone else they want to.
But to say that the Pakistan Army and the ISI are “baffled”, “rattled” or “spooked” may not be correct. They are not greenhorns who are unable to catch the perpetrators of these killings spanning over several months. In fact, the Pak Army and the ISI, in all probability, are behind these killings by design. Their problems need to be viewed from the perspective that the country is breeding terrorists at a very fast pace and the newer lot of trained terrorists want more power and control of finances and narcotics, for which the space is limited.
But the most prominent problem is the increasing payroll of terrorists, which continues to cover older operatives as well, some of whom are not of much use anymore aside from advice and monitoring. Bumping off some of the old operatives and letting the newer lot emerge is like killing two birds with one stone; saving the set up from becoming financially unviable. The actual killers could be regulars or from rival terrorist organizations; internecine rivalry. Apparently, the ISI has decided to reduce its liabilities one by one. This also helps the ISI to get new recruits, which in turn boosts the morale of terrorists for undertaking attacks in India; like the recent encounters in Kokernag and Uri.
At the same time, how the ISI is using money and drugs to trap our officials and police personnel must be kept track of.
Orchestrating Nijjar’s killing in Canada with Rahat Rao and Tariq Kiyani in conjunction with Gurcharan Pannun would not have cost the ISI much because they were to assume control of the drug trade and immigration, both of which are veritable gold mines. At the same time, how the ISI is using money and drugs to trap our officials and police personnel must be kept track of.
It may be recalled that DSP Davinder Singh of J&K Police was caught red-handed aiding terrorists in Kashmir and arrested with two Hizbul Mujahideen terrorists on January 11, 2020. He was later suspended and finally dismissed from service on May 20, 2021 by an order issued by the Lieutenant Governor of J&K. Immediately before his arrest Davinder Singh was also on duty to cover the visit of Prime Minister Narendra Modi to J&K.
Presently, there is news on social media of a DSP of J&K Police (name withheld) having been arrested for assisting the terrorists in the Kokernag encounter in which one Colonel, one Major and a DSP were also killed. However, the charges for the arrest of this DSP reportedly are under the Prevention of Corruption Act. Whatever be the case, the intelligence agencies need to be on constant lookout for such cases.
